GET /api-v1/payroll/declared/{calendarYear}/{monthType}

blocked=true means the month's payrolls are frozen: no insert, update or delete. pending=true means a declaration was dispatched but Swissdec has not confirmed it yet, so the month is still editable. Used by the Generate Salaries popup; PayrollService enforces the blocking rule on every mutating call.
